As much as I agree with you that this petition needs to be signed and action needs to be taken, politics is more complicated than that.  Not only do we need to go through the legality of it all, but there is also a matter of relevance in regard to the cultures of All Young People we wish to help.   It's the governments who have many different cultures and minorities to protect, ones that will have a problem with implementing sexual education, that are going to slow the prosses down.  So, while I don't think this petition should be stopped nor do I disagree with it's purpose, I just don't want people to get the impression that asking governments to act now is going to get them the desired results at the desired time-frame.  Look at sex education in the US... we're still having problems.
